Keeping Germany’s skies safe

DFS Deutsche Flugsicherung is responsible for the safe and efficient management of some of Europe’s busiest and most complex airspace. Working with Frequentis, DFS is implementing selected operational ATM systems to enhance safety, resilience, and efficiency.

This includes a nationwide surveillance data distribution network based on SDDS-NG, the Validation of Integrated Controller Working Positions (ViCTORiA) digital tower validation project at Munich Airport, and a scalable ATM service delivery model supporting the transition towards service-oriented ATM architectures.

 

ViCTORiA project: virtual tower validation at Munich Airport

As part of its evaluation of future tower concepts, DFS is conducting the ViCTORiA project at Munich Airport. The project assesses the suitability of digital tower technology for use at a large, high-capacity airport, with the specific objective of evaluating its use as a backup solution to the existing tower. 

ViCTORiA focuses on the technical and operational validation of a digital tower system installed in parallel with the conventional tower infrastructure. The system integrates high-resolution panoramic and PTZ cameras with surveillance data and controller working positions, enabling DFS to evaluate performance under representative operational conditions. 

The project examines system behaviour, controller interaction, and operational procedures to determine whether the digital tower system can meet the safety, availability, and performance requirements necessary for backup operation at a major international airport. 
 

 
 

ATM-Grade Surveillance Data Distribution Network (SDDS-NG) 

Air traffic management depends on the continuous availability of accurate and consistent surveillance data. For this reason, DFS has made surveillance data distribution a fundamental component of its network infrastructure. The surveillance data distribution layer ensures that ASTERIX data from multiple sensor types, such as primary and secondary radar, ADS-B, and multilateration, is processed, filtered, routed, and delivered to downstream ATM systems in real time. 

This layer is implemented using the Frequentis SDDS-NG infrastructure which supports high traffic volumes, heterogeneous sensor environments, and geographically distributed control centres. It provides a stable and scalable foundation for current operations as well as for the integration of future ATM capabilities.
